‘Scoping mission on Coastal protection and mitigation Guinea’

Voor een DRR-Team missie naar Guinee, gepland in de tweede helft van mei 2017 zijn wij op zoek naar experts. Hieronder vindt u meer informatie over de gevraagde expertise. Goede kennis van het Frans in woord en geschrift en relevante ervaring in West Afrika zijn een pre. De missieduur is 1 week.

Wij zijn op zoek naar:

  • An expert on drinking water and water governance
  • An expert in agriculture with expertise on salinification problems

Teamprofiles
Requirements for all team members:
• Able to rapidly assess situations and data and provide conceptual and practical solutions, sensitive to the local context
• Ability to be a relevant sparring partner for the local officials and to provide feedback on existing plans and ideas, as well as provide input for suitable alternatives
• Excellent presentation and reporting skills in English
• Familiarity and practical experience with similar countries
• Fluent in French is highly preferred. As the team leader and other mission team member speaks French fluently, this is not a hard requirement.

Expert on drinking water and water governance
• Senior expert with international experience in restoring drinking water supply in disaster areas. The expert will focus on restoring and securing safe potable water supply for inhabitants of the affected region. Also in the case of new floodings, civilians should be able to secure their own water supply.
o At the end of the mission the expert will: Present possible solutions to secure safe potable drinking water supply that is fit for the local situation.

Expert in agriculture with expertise on salinification problems
• Senior expert with international experience in tropical agriculture. The expert is to assess possible measures that secure agricultural function of the affected area, mitigate effects of flooding and salinization.
o At the end of the mission the expert will: Present an overview of the current situation and a set of measurements that will secure agricultural function in the affected area.
De missie zal tevens ondersteund worden door:
– een medewerker van de Nederlandse Ambassade
– een medewerker van het D2B programma van de Rijksdienst voor Ondernemend Nederland (RVO)
– een lokale expert

Occasion
On March 22nd, 2017 an official request for support from the DRR-Team was sent by Ms. Dr. Jacqueline M. Sultan, Minister of Agriculture.

Background and request
The island, its population, and its arable lands are being increasingly threatened by dyke bursts, land erosion, related flooding and salt intrusion. The coast of Guinea has a dynamic character. The threat is increased by overexploitation of the mangrove forests that used to protect the island and by the adverse effects of dynamics and climate change. A previous dike protection program finished in 2015 appears to be ineffective. Dike breaches have occurred several times and large areas were flooded. A joint mission to the area was fielded at 15 February 2017 with experts from the Ministry of Agriculture of Guinea and RVO. It was concluded that the dyke will probably breach at several more locations in the near future. Apart from flooding, devastation of agricultural lands and productivity as well as acute drinking water problems have already occurred and will increase in severity in case of new breaches. Currently the Ministry of Agriculture is desperately searching for reliable expertise on coastal protection and rehabilitation of its perimeters.

RVO is now setting up a D2B project that aims to prepare design specifications for the Guinea Government. The new dike design will secure long-term stability of the 9510 meter long dyke. The level of detail will be sufficient to set out in the international market for the implementation of the plans. An added focus point of the D2B program is the inclusion of the restauration of the Mangrove zone as part of the natural coastal protection. Based on requirements expressed by the Guinea Government, the DRR Program can provide essential input on which a project such as D2B could be based. The current condition of the dyke and the deteriorated condition of arable lands in the area is so precarious that additional short-term solutions are urgent apart from an advice on long-term protection of the island.
